The group applied to the Grand Chapter of Virginia for a dispensation to form a chapter, which was approved. The organizational meeting was on April 6, 1929. It was held in a room on the third floor of the Farmers & Merchants National Bank building. The chapter faced financial struggles. They also lacked a permanent meeting place.
